Organized by the Ramon Magsaysay Foundation and the Third World Studies Center and co-sponsored by the University of the Philippines (UP) Office of the Vice President for Public Affairs, the College of Arts and Letters’ Office of the Dean, the UP Department of Political Science and the UP Department of History, this public lecture was held last September 1, 2011 at the Claro M. Recto Hall, Bulwagang Rizal, UP Diliman. Mr. Koul Panha, 2011 Ramon Magsaysay Awardee, delivered a public lecture entitled, “Citizenship Vigilance from the Grassroots: The Movement for Free and Fair Elections in Cambodia” which featured his experience as leader of COMFREL, a civil society organization promoting free and fair elections in Cambodia.
